Default iab kicking in !!! stuck

ok so today my buddy and I were on and we realized my vtec wasn't kicking in. So i tried my ecu in my buddys gsr and the iabs worked and it had no vtec. but in my prelude.(h22a4) it wasn't engaging the iabs either. So than i tried to take the egr vacuum off the manifold and hooked it up to the iab so it would be stuck open. Well i went and took the car and still no change in sound nothing. Just revs right to 6500! Any suggestions what would be wrong. Also i was wondering do i need to be at wide open throttle for it to activate?

its simple enough. unplug the vacuum source from the IAB solenoid. start the car. IAB's should be open. hook the vacuum source back up, and they should shut. if you have vacuum at all, they SHOULD work. key word should.
