Default ITR motor not hitting VTEC

I have had a couple problems here lately with my motor. I am running a 97 jdm spec ITR motor with a kenji chipped p06 setup to run like a p28. Anyhow for some reason it seems to sputter off and on when I get around 6k RPMs. Ignitor problem?

And now for the major problem: The car will not hit vtec at all in any gear. In fourth it seems to hit vtec for maybe 200 RPMS but then stops and goes back to a normal rev. Also once it gets to 6K RPMs the exhaust node sort of dies out. Any solution or reasoning?

Thanks .

Things to check:

oil level
oil pressure
wiring
bad solenoid
bad ECU
clogged solenoid filter
coolant temp good

Thanks for the quick responses

I put some oil in it last night and VTEC engages now

Now I've just got to find time to mess with the ecu to hopefully fix probelm number 1
