OK there are several oxymorons and problems with this statement.
1) 19" wheels on a Civic are NOT racing wheels. They're too big and heavy (too much rotational mass) to be used for 'racing'. 19" wheels on a Ferrari or Lambo? Maybe.
2) $160 for each wheel is going to give you a very heavy, very cheap, very unreliable wheel. With having such little tire on a 19" wheel, you're going to dent or crack them very quickly.
A GOOD cheap 17" wheel doesn't come in at less than 200 bucks per, I'm talking Enkei RPF1 or Motegi Traklite, maybe Buddy Club, they're all pretty cheap but higher quality.
3) Wider doesn't always mean better. You may increase your contact patch at the cost of rolling resistance or altering of the car's suspension geometry or road handling. And for god's sake, don't go staggered on a FWD setup, especially with the wider wheel out back

$166 each for 18's made by enkei. go with the HFP OP, not as big as you want but a better choice

THey're good and OE, but not as lightweight as the aftermarket offerings, which is always a plus. It's worth the extra 40-50 bucks to save a few pounds per corner, especially with what some forged wheels cost- it's a great deal.
17x7 Enkei RPF1's are 229 and weigh 14.5 lbs
18x7.5 RPF1's are 275 and weigh 17 lbs...the weight gain by increasing size is crazy!

it's an extra $40-$50 per wheel. so when thinking about buying a set you need to consider the total added cost of $160-$200. You can buy two tires for that much.
not to mention the RPF1's aren't forged:
"(Rolling Rim technology used to make these rims results in grain alignment just like in forged wheels for greater strength than is available from mere cast wheels but at much lower cost than forged wheels)."
Buddy Club cast wheels are $200 a piece but the forged are $500
Traklites aren't bad for a cheaper wheel I don't know the forging process though.
OP if you aren't planning on racing your car, just buy the HFP's

I'm looking at the TE37s ( http://www.aspecproducts.com/images.asp?theid=6213 ) in bronze for my royal blue pearl 07 civic ex coupe, but not sure about the the size I get. Would 18's require me to get coils? or would I be better off getting 17's? I do plan on getting lips and skirts. Would that affect anything with the rims?
18" should be fine without Coilovers. I run HFP 18" on my SI with HFP supension (about an 1" drop). The width is only 7" however. I have no problems and the car sticks on the corners like it's on rails.

I think you'll be happier with 18's. just my opinion. Those 19's above from the new accord look great though. 19's are going to give you a shorter sidewall and a harsher ride. There are a few guys on here that have 20's though, not that I'd suggest it.
