iac voltage

Default iac voltage

ok so i tested the iac voltage on my car and i get a 12. somthing on 1 wire and the other wire i get 0...on my integra wich works perfectly fine both wires for the iac plug have power..any suggestions on what i should do?it all of a sudden just went bad?? i really need help cuz the engine idle is horrible..
i have a jdm p30 obd1 ecu with a obd2 harness,,,,

one line should be 12V (ignition power)
the other should be tied to an ECU pin that PWM's the output to move the plunger in and out.
with everything hooked up and the car not running you should have 12V on both wires. it should be less than 12V on the ECU's control wire with the car idling.
