no e brakes!!!!!!
I have a 93 civic CX hb with rear drum brakes usually when you pull the e brake just a few clicks it will hold the car but I pull mine all the way up and it still doesnt hold the car just change the shoes and pads on both sides I check the cables under the center console it ( when its on lock position ) the brackets thats on the cables looks crooked like one side on the cable is pulled and the other one isnt any advise will help thanks

have you checked the cable under the car? if they are not broken, you just need to adjust the bracket under the console.
a regular 12mm deep socket or oped end wrench will work fine. you need to adjust it with no tension on it though. meaning, park the car, leave the handle down, and adjust.
