Default climate control not working right

i just replaced my center console climate control and now it doesn't work at all. my civic is an ex model with a/c, but this console doesn't have a/c (it does but the button is blocked off). when i leave the temperature at cold and off, when i'm driving on the freeway, it's like the heater is on full blast. the worst of all, it's summer time lol. anyways, can anybody give me a reason why it's like this? i hate having to roll my windows down just to be at the right temperature every time i'm driving. thanks
