Rusted and stripped bolt

Does anybody know how to get off the two bolts that connect cat. converter to header pipeing off when it is stripped and rusty?

pb blaster.....or drill them out....

grinding wheel
cut the heads/bolts

if you're lucky they aren't rusted together, and you'll have a cat to use in the end.
