Default acceleration and backfiring problems

Ok, need some help with my ’90 civic…here are the symptoms:

-press gas hard while parked the car acts as if it’s about to stall
-if driving and press gas hard it bogs and I have to feather the gas in order to accelerate
-if it neutral I feather the gas the press it hard it backfires and shoots a flame

Any help?
