Car wont rev over 6 grand

Default Car wont rev over 6 grand

Well this has been killing me for a while i put in a from my knowledge a stock d16z6,just picked up a virgin p28 did the vtec wiring and all that jazz.But i can not get the car to go to redline,it seems to just hit redline at about 6000rpm.Ive tried messing with my ignition timing(did nothing) put in new plugs,fuel filter,and ran injector cleaner through it.Ive also tinkered with the timing just jumping it either one tooth to the right or one tooth to the left.
The car runs great but seems like its hitting its limit at 5500 as if it were actually at 6500.

So my question is does it sound like my timing is too advanced or to retarded?
If its advanced do i turn the cam to the right to make it run more lean?

In my perspective,starring straight at the cam gear,should loosen the belt,and either jump my timing to the left or to the right??

None,i know its either running to rich or too lean,i justy dont know which one it is.So i either need to advance the timing or retard it,just dont know which one.
