that wouldn't cause oversteer? for a JDM one with the bushings and brackets it would be like 60 bucks more than oem usdm ones. I might be too lazy to get the jdm one.

arn't all the front ones the same size? If I'm not misstaken only 98+ itr rear is 23mm in japan.

correct tha front on both usdm and jdm front is 24mm and rear is 22mm but yes 98 jdm itr is 23mm.

Having owned (and tracked) the 22mm, 23mm and now the 26mm...
the 23mm defintely makes a difference. Though it's only 1mm, it's (insert the correct percentage here) stiffer and thus helps the car rotate more. If this is just a street car, then I wouldn't worry to much, however if you AutoX or track it, it might be worth your time. Then sell the 22mm and the 23 will only cost your $60.
