timing belt routing

Default timing belt routing

i have a 89 dx hatch with a b16 in it...it didnt have a timing belt when i bought it and i put one in but it doesnt seem like its routed right.... it doesnt want to tighten. i've messed with the tensioner but its not doing anything....a pic would be good thanks.

Is it loose enough to skip a tooth? From what ive seen you should be able to twist the belt no more then 45* from horizontal between the cam gears. Any more and its too loose.
