Default Viscosity Factors of differing oil Weights

Can someone explain the concept of viscoity in great depth. When comparing differing oil weights for example, 5W-20 vs. 5W-30, what is the advantage of using them, say in a climate where the temperature isn't too extreme, but rather mild. Say 72 F throughout the year.

To my understanding, the hotter it is, the more viscous a material is going to be, given use to an everyday example, like syrup or cooking oil.

Can someone explain how exactly is gas consumption/hp is proportionally related to the differing weights of oil used?
