Rust under hood, at the shock tower.

Looking to purchase an 02-05 civic. The last 3 I looked at had a lot of rust around the top of the shock area. Is this normal???

do you have a snaps of it? rust isn't normal.

If it's just surface rust, it's nothing to worry about. But, if it's starting to corrode the metal's overall structure and strength, then I would be concerned.
