Default ecu chip

Is it possible for a obdII car to get an aftermarket ecu chip. If so, where can I get one. I didn't think it was possible but want to be 100% sure

I have seen a OBDII non-VTEC chip but I'm sure there might be some. If you interested I have a OBDI P75 and PR4 chipped with a Skunk2 program.
