Default need help on passing emissions

I have a 1995 honda civic dx with a gsr swap, i've taken it to emissons and it failed. it failed because it was too rich in HC and CO, what can I do to fix this problem ? should I throw in a different ecu? or fix the exhuast?

i have no idea, but my state law for HC is 167 and mine was 380, the CO limit is 0.89 and mine was 12.51

also with it didnt have an o2 sensor when i got the swap done, so the vtec wasnt working so my friend put in a o2 sensor for me and the car is running fine, so i dont know if it is the o2 sensor or not, maybe if i put in a different ECU?

need little more info like,wat ecu u running? do you even have a cat? did u warm up the cat? is there a cel(check engine light)?

the ecu i'm using obd2 for a 96 gsr, the motor is a 96, i heard putting in a p72 would make it run better and it should pass? the check engine light is on but the guy from emissions dyno it

p72 is for a gsr ecu, what did you think it was for? or what ecu are you currently using, a chipped ecu w/ a gsr basemap?

my stock EF civic is having the same issue as you, double-digit CO numbers (mine are around 10-11%, it is supposed to be 1.20%) and slightly high HC (mine is 300-400ppm and it should be 220ppm). I have a new O2 sensor and I am throwing codes for a MAP sensor and O2 sensor (but the MAP is causing the O2 sensor code I believe - my car is running so rich because its reading too much air, that the ECU thinks the O2 sensor is "wrong").
