i am trying to time my car but when i have the cam gears in the up position the lines in the center dont line up.( i hope thats not confusing). but ya which should i go off of... them both being up or them being lined up by the lines?

The UP arrow is just a general direction indicator. The index marks near the teeth of the cam gears is what you need to go by. The UP arrows are just to make sure they're not pointing way off, like forwards or backwards or downwards.
