Tail Light wiring question.

Default Tail Light wiring question.

I was hoping that someone could help diagnose a problem that a friend of mine has been having with his accord. His tail lights dont work. (92 accord i believe) Evidently around the same time that the tail lights went out, his dash lights quit working as well. Now my first thought was a fuse. I checked all the fuses and they are all fine. As a matter of fact, i couldnt find a fuse labeled tail lights anyway. He had taken it to what he called a "wiring specialist" who told him that he had major wiring problems and that it wouldnt be worth it to him to fix the car (kinda a beater lol). It doesnt seem to me that it shoudl be that hard of a fix, his brake lights work, and both of the bulbs are good. I was thinking that it may have been a ground.... But i dont pretend to be an expert on car wiring. Any ideas or help would be much appreciated. Thanks guys.
