Default overheating...no a/c

As the title says My car is overheating and has been for a long time..if I try to drive through the drive-thru at mcdonalds or wherever my car begins to overheat and i have to turn the heat on...neither of my fans kick on at all..every now and then my fan will kick on when I turn my car off which doesnt make sense...what im asking is do you think it could be the fan motor...I replaced the two relays for the fans and they still dont work...I have no clue what it could be so if someone could point me in the right direction that would be awesome..I dont want to go buy a fan motor for 50 bucks and that not be the problem..also my A/C has not worked in probably 2 years...Ive never got around to it...but it just seems like theres no power getting to the a/c compressor...ive tried everything ive tried to jump it off and everything...So im not sure if its the compressor or what...there are no leaks in it I know that...so if someone could please point me in the right direction that would be awesome...thanks in advance!!

First step is to see if there is a big temperature difference between the upper and lower radiator hoses. If there is then you most likely have a stuck thermostat. If not move on to the fans. Jumper the fans and see if they spin. If the fans spin up with direct power then move on. Next go to the temp sensor for the fans and jumper it. If the fans come on when you jumper it you most likely have a bad sensor. If not you need to start looking for broken or rubbed through wires. A break in the harness would explain 2 systems not working.
