head lights uneven

one of my head lights point down while the other one points up... how do i adjust this? i tried using my hands to move them but that doesnt work.. help please

99-00 honda civic hatchback... so i went to the thread and tried to follow the instructions https://honda-tech.com/zerothread?id=2071929 .... so im out there tryin to adjust it and i cant seem to find where the verticle adjuster is because that is my problem.. Is it because the headlights might be aftermarkets and not the jdm and u cant adjust it? I see where the horizontal adjuster is and i tried to mess with that anyway and the lights wasnt moving at all even if i kept spinnin them?????? what the hell!!??!!!
The JDM headlights adjust too. Unless you swapped your lights you should have stock USDM lights. If the car was in an accident when owned by a previous owner, yes, they could be aftermarket replacement too. I've never seen an aftermarket replacement headlights that doesn't have the adjusters though.
You probably just have to look harder.
