thats an h4 kit with a halogen bulb used for the high beam. Its the wanna-be version of the bi-xenon setup. Ebay may be the best bet to find one of those. Just make sure the connectors are the same so it will plug up easily
You have an H4 "bi-xenon" bulb. Try this: https://honda-tech.com/zerothread?id=1847971
Great seller/customer service!

buy a some tsx projectors
and do a custom retrofit
screw that h4 bixenon crap.. your lights create alot of glare, and really dont' help..
they may look bright to you.. but the distance they reach is nothing compared to a retrofit
buy the bulbs the first poster said to buy.
they last longer, and actually help.
also it could be that your made in china ballast died... so u might just have to replace the ballast instead.
swap the "dead" bulb with the working one.. if it still works... you have a dead ballast.
the hid kit ballast die more often than their bulbs..
ebay is the source if you want to get a new ballast

Bump.
Which bulbs does this guy need?
He doesn't want to remove his kit just because you don't like it, and he doesn't sound like he plans to upgrade or modify it right now. He just wants both of his headlights to light.
Anyone out there who can help? I don't know much about HID.

He needs H4 HID low, halogen high bulbs (he can get just hid low and lose his high's or get hid low/hi with moving bulb or "true bi-xeonon" as most sellers claim)..EDIT- Also the reason why the ballast lists "D2S or D2R" is because it's originally ment as an oe use ballast (which used D2S or D2R bulbs in most apps) but has been converted to be a plug n play ballast (frankly the label is just a cheap way to "classy" up a cheap product to make it look more legit). Now with HID plug n play units I'd start checking things before buying bulbs:
First, check the fuses to make sure it's not a bad fuse for the low beam (I've had it happen to me)
Second, swap the bulbs from one ballast to the other to see if again it's the bulb or something else.
And third, Check for loose connections or (again had this happen to me and I just fixed it) check the condition of your H4 sockets, a burned/melted socket and wires can hinder the deliverance of power to the bulbs/hid ballasts. My units were melted and the wires were toasted quite nicely from the previous owner running A. high watt bulbs and B. (cause he told me) running his high beams on as his lows ("well the low was burned out").
I had a pair (had them go out around the same time) of hid pnp bulbs die, when they died what they'd do is struggle to fully initialize (would flash several times if at all and it would take several on-off cycles to get them to light) and if they did light after some much time (went from over 30 mins, to like 5...) they'd go out. When I looked at the bulb the lil bubble where the hid arc is created was black, this is a great sign the bulb is dead (but not always, again check your bulbs).
Now to buy replacements, you can hit up the vendors on here that sell hid kits (make sure to verify that they sell hid low, halogen high bulbs) and see if they'll sell you just bulbs OR you can hit up ebay and again search for the bulbs.... I personally would hit ebay, there is a vendor I've used several times for bulbs and kits who has great prices and I've yet to have an issue with his products (if buying just bulbs he takes two weeks to ship but 9007 hid low, halogen high for 45 bucks is worth the wait).

^Incorrect.
~4300 = white
6000 = blue tint
8000 = very blue tint
Everything above that is purple.
BTW, if you want the bulbs to match, you'll have to replace both. They color shift during use due to salt deposits.
