could be the ac relay, is the ac fan working? if yes, then hot wire the ac compressor, see if it engages.and also if the whole ac system is not pressurize,it will not operate.

93 civic's came with the R-12 system. i recommend you take it to a shop and have them look at it, and if freon is all it needs, they will be able to provide you with that.
