Throwing code 21...how do I check if the spool valve is ok if I have no other spares?

Ok, so here's the deal. I have a 1991 Honda CRX Si with a jdm b16 OBD0 swap. Running a PR3 ecu, unchipped (I believe) and it's throwing a code 21, VTEC Solenoid Valve. Now I have checked the pressure switch, even though I'm not throwing code 22. What my question is, without a spare vtec solenoid, how do I check if it's good or bad? Also, I'm assuming from the code 21/CEL, my car does not rev past 3,500 RPM's. I heard that the single cam vtec solenoid is the same so I used that, reset the ECU, and still throwing code 21, and the CEL, and still not revving past 3,500 RPM's. Any help will be appreciated. Thanks.

Oh also from reading aragorn1023 about his VSS not working I figured that maybe mine was bad or something...but I'm not throwing that code (17). Could it still be from my VSS or should I just get a new ECU...?

bump it up. might be getting a new ecu to see if it fixes the problem. Any input?
