Welder, steel backing plates, grinder, glaze/bodyfiller
Back the washer holes with steel plates, weld up the hole, grind down the welds, skim with body filler, sand and paint.
The emblem holes can be filled using only a mig without a problem, then same as above.

hahaha, never just fill holes with filler. I can tell you have never done body work before.
If you want it done right and not crack you need to weld it.
