IAB vacuum line hook up please help
It goes under the manifold and runns into the IAB solenoid that is attached directly to the vacuum tank.

Does this have anything to do with a surging idle?
How do I get to it, to reconnect the hose from the IAB Control Diaphragm?
What issues would this cause?

It could possibly cause a surging Idle because of the way they work. Vacuum is applied to the IAB's to keep them closed until the engine reaches higher RPM's. The source of vacuum is your intake manifold Therefore it would be like having a vacuum leak if you removed the hose from the diaphragm and didn't plug it.
Your IAB's are now permanently open due to the lack of vacuum to keep them closed. That would cause a bit of a stumble as well.
Not sure what your current car/engine set up is and what you may have in the way. In the one pictured above, H22, most of the lines are under the manifold facing the drivers side fender. A small mirror may help you to see what your looking for.

The line has brokrn off at the IAB control solenoid valve right under the intake manifold and it has broken off the nipple that connectes it to the valve.
So is there any way to get to this without removing the engine?
Or can I just by pass it as I can find no way to get to the solenoid to fix the nipple?
The surging of the idle is driving me nutz thank god you have been able to help...

If you are unable to get in under the intake from above you are going to have to get at it from under the car. Do you have a set of ramps/jack stands and a long extension for your ratchet? That is the only other way I can think of that you would be able to get at the bottom of the intake to get at the vacuum tank. You shouldn't have to remove the intake to get to it.
For a temp fix, plug the vacuum line that goes from your manifold to the IAB vacuum tank. This may stop the surging Idle and it will definitely render your IAB's inoperable.

If you don't use the solenoid you will be sacrificing power at the top end as the car will not have enough air when the ecu thinks it's opening up the iab's.
If you don't have one you can actually use an intake solenoid instead. It works the same way. These are the ones located up by the battery on the other vacuum tank.

what if you hook up the IAB purge that opens the individual valves just to the intake manifold just deleting the iab sensor.

Not exactly. You have to add the IAB components to the P28 ECU.
Or
With some tuning software you can use an alternative circuit (Event) as the IAB ground.
You could also reverse wire the IAB's and have the ECU send the signal vs being the ground as it is in the US ECUs.

What software are you using to tune?
As I mentioned, some software has the ability to use outputs/events via other pins/circuits to activate hardware.

I can't tune anything just wondering. I got an Obd2 to Obd1 conversion jumper and have one pin that goes into two. I was thinking I could use that to go in say iavc and iab.
