Your best bet is:
A) Higher compression pistons
B) More aggressive camshaft
C) GOOD header (like bisimoto)
D) All of that dyno tuned
It'll cost some $ large - but you'll be running on GSR's if you do it right.
"CHEAP" upgrades for a Y8 aren't worth it.
You can spend 200 for a DC Sports header and 250 for an AEM CAI and you'll still only net under 10hp at the wheels.
Any internal work is going to need to be tuned. As for what's good with that, a chipped OBD-I ECU running on crome, neptune, etc. is fine (and cheapest, but can still fill 100% of the tuning requirements), so is Hondata (but costs more), and the latest, my friend went with an AEM EMS and he's loving it.

Well you can, but it's a major pain in the ***.
I didn't read the part where you were going to boost.
If you're going to boost just leave everything the way it is, might wanna start by getting a tunable ECU and a more aggressive camshaft (and tuned). Then just leave everything alone until you boost, where you can get it tuned again.
I wouldn't go high comp + boost, but hey, some people do. I'd prefer to be able to fuel up at an actual gas station (if @ peak boost your comp is high enough you'll have to use leaded fuel with octanes 100+ or you'll detonate/misfire).
