Default do i need valve seals?

long story short, i just bought my old civic back from a guy i sold it to. the car was sitting in a garage for two years. they had broke into it and he lost interest in the car. anyway it has a stock b16 that i installed myself stock motor besides header and cai. the car smokes alittle and i can smell oil burning. if i rev the motor it wont smoke until it goes back to idle thats when you see a little blue smoke puff out the muffler. i did a compression check and it has 220 even all across. i change the oil and pvc valve and it still smokes. could this mean new valves since the car sat for so long?

i also replace my spark plugs and rechecked them. they have a brownish color look, the threads are black and do not look wet.

usually blue smoke at idle means your seals are gone...when driving the car if you also see blue smoke at WOT then your rings need to be replaced also

would the rings be bad even if my compression is 220 even all across?

yes compression and leakdown tests do not indicate oil getting past the rings. I see it all the time.
