If the scrathes you are talking about arent that major/deep...then go check out this website.....www.meguiarsonline.com
It's a car detailing forum, but if you look around they will tell you how to remove scrathes. They know their ****.

you'll have more luck in the body section of this website, and not in the technical portion

Here you go.....I did a quick search. I don't know if this will help you but at least its a how-to.

http://meguiarsonline.com/forums/thread/31399.aspx
This first link is a how-to section.

These are the specific "scratch removal by hand" threads.

if their not too deep then you probably can just do a buff to get them out.

If it's a deep scratch you'll need to actually repair it, and refinish the area.

1)sand off all loose paint around the scratch
2) primer
3) bondo
4) resand until smooth
5) 2-3 coats of color
6)2-3 coats of clear
7) sand until smooth
8) rubbing compound + polish.

If you want the specific details do a search for it. its not hard to find.

No, you sand it after you clear coat it, to de-nib it and get orange peel out (if any).

You dont need a sander, your hand can do that, but youll need to get the right grit sandpaper, you can use like 1500-2000, 2000 on the safe side since your new to it, get a good buffer, vector makes a decent 6 speed buffer, and get a rubbing compound, like the 3m rubbing compound.
