Default 91 civic hb needs some attention

I need your help, Im a complete honda noob. I just bought a 91 civic hb (I think its a d15) and there are some problems. Im pretty sure its all related.

the first thing is every time i try to start it up it takes about 2-3 sometimes 4 attempts before it gets goin.

then when i get through that it'll runs at about 500-600 rpm's and i have to wait about 5 second before i can rev up higher and get it to normal. it wont do anything during those 5 secs, except sometimes shut off.

The next thing is i cant get it past 3500 rpm's or it'll start to sputter. I have to change it the next gear.

anybody know whats going on?

i havent done that yet. I just got the car not even a week ago. Is it something that simple?

Sounds like a main relay issue.

Try this:

Turn your key to the "II" position.

You should hear the fuel pump whirring (it's under your back seat) and you should see your check engine light is on.

The check engine light will go out after two seconds. You should hear the pump stop and the main relay click (it'll be near your left foot by the dead pedal).

If you don't hear the fuel pump or the relay clicking, try replacing the relay and see if that helps.

check to see if your tps sensor is pluged in. its connected to your throttle body.on the right side.

The relay is working. The check engine light didnt shut off, but i still heard the click.

I pulled out the ecu, its a pm5. It brings up codes for tps, tdc, iat, and fuel injection(7 8 10 16).

i dont think thats it. would having a faulty fuel pump make it seem like its redlining at only 3500 rpms? thats the part that realy bugs me.

You NEED to clear those codes up. Otherwise it won't get out of limp mode. FIX THOSE CODES!!!!! That is your first and only step right now.

The TPS and IAC sensors may simply be switched around. The TDC code is from a bad sensor or wiring (distributor). The fuel injector code comes from bad wiring or faulty fuel injectors.

Ok, I unplugged the ecu for a while and then plugged it back in and it only brings up one code now, 8 - Top Dead Center.

That's a sensor inside the distributor. Most times it's easier and more cost effective ti just get a new one in these cases.

You should also give it a full tune-up. Ur fuel filter cAn also just be done.

Could the timing belt have an affect on it and be causing this problem. It looks like its getting a little loose. Im gonna have a tune up done pretty soon. If that doesnt work out Ill get a new distributor.
