brakes are not working please help

ok, i have a 91 crx si(4 wheel disc). i have replaced all 4 flex lines, master cyl.,2 front calipers and have bleed 2 liters of fluid through the system.i want to change the booster but i cant get ahold of one at the moment(and i doubt its the problem but what do i know) there are no leaks and no loss of fluid.
the problem is that the pedal is pretty solid when the car isnt running but when its running the pedal goes to the floor. the car stops but the pedal only has about 1 inch of travel between when it starts to brake and the floor. im starting to think it may be the prop.valve but other them that im all out of ideas

Did your new master cylinder have a rubbe seal on the end? if so did you remove the one left behind when you removed your old master cylinder? That is exactly what will happn if you doubled up the rubber seal. easy fix though cause you don't even have to break the lines back off again

did you bench bleed the MC?
i know when i did my lines alone there was a lot of air in there. if you didn't bench bleed then ya it probably would take a few gallons
