Fuel Pump Problem

My brother just pick'd up a 99 Civic w/ 00 B18B. when you get up to start the car in the morning it hesitates to start but when it starts it smells like fuel is leaking somewhere but its not. when the car is warm and after 5minutes of driving the car miss fires like fuel is cutting in and out. sometimes when you prime the car you can hear the fuel pump(walbro 190). just the other day i took it for a spin around the block the car dies/fuel dies. car is stock/ motor is stock. check the wiring 1000x changed out the fuel pump. still lost. any solutions to this?
