From what i was told you took the "recallable" vehicle to the dealership and they run the vin and if it hasent been fixed they fix it. I know a guy that took a truck that he was the third owner of back for a recall on the headgasket or something like 7 years later and they gave him a short block to replace it.
Sure, they'll fix any recall thats still on the list. Unfortunately they took the targa seals off the list.
