more than likely its not the stock headder...pics would help alot, and i doubt you will feel the diffrence from a bolt on headder...i did all the bolt on's on my civic and it didnt do anything but make it sound like it went fast but in reality it wasnt really going anywhere i ended up supercharging, and then swaping to an ITR motor....good luck

Pics would help. I've seen stock SOHC Vtec manifolds and they could be described as 4-2-1, but they are not a tubular manifold. They are definitely cast.

Generally, I don't think I/H/E make too much of difference in a SOHC civic. But I had I/H/E on my HX. One my commute to work there is about a 2 mile long hill I drive over. Without the bolt ons, I have to be in 3rd gear at about 5k RPMs to maintain 75mph over the hill. With the bolt ons, I can be in 4th gear and at about 3500 RPMs going 75mph.

But for maximum performance, I think that's too small of a difference. Spend just a week reading the post in this forum. You'll quickly learn the easiest way to make your car faster is with boost.

if its your daily id say to go with a jackson racing supercharger you can run it on the stock motor, all i added was a JET Ecu chip and a Fule Pump....there low boost and perfect for the daily driver, and you get to keep your A/c for the summer
