Default d16z6 94 civic idling issue

well as the title states i have a idling issue wit my car there is no mods to it the car just idles at 100-200 rpm all the time and i have searched and only found one useful thread one post said to disconnect the battery for 10 min then reconnect it then let it idle for 10 min i did that and while letting it idle for that 10 min it didn't do nothing but start at 1100 then drop slowly but surly. what else can i do?

spark plugs, spark plug wires, ecu and thats about it. most of witch are all new

you can adjust your idle screw to change the rpm of idle. its on the intake manifold/tb.

the idle set screw is right on the intake manifold under where the map sensor plug is i believe (correct me if im wrong, im not looking at a manifold right now) it is a flat blade screw. I do believe you have to jump a plug out that is located under your glove box for this to work right. again correct me if im wrong. Is your coolant full? do you have any vacuum leaks. this will make your idle a bit weird as well. usually if coolant is low or you have a vac leak it will surge though.
