OBD2a ENGINE W/ OBD2B ECU

OK I have been searching and searching for this specific info... Im sure its there maybe im just not entering the right search string...
So My buddy has a 98 obd2a ls engine FS and I would like to swap it into my 99 Civic.. I would like to run the 99-00 LS OBD2b ECU because I want this to be as legit as possible and pass smog legally.
I DONT WANT TO JUST CONVERT TO OBD1
What I need to know is will the crank fluctuation sensor from the obd2a engine work with the 99-00 ls obd2b computer?? ALSO I read a little in my searcing about an imobilizer, do all 99-00 ls ecus have it? And what are my options these days for bypassing it if so??

not only the ecu has to be same year or newer, but the motor has to be also, so you wont be able to pass BAR and smog
your 99 civic has a full engine harness, not a half engine harness like integras or civics, so you wont need to worry about have an obd2a engine harness, you'll be using your 99 civic engine harness and it'll plug right into the obd2b ecu

I know It wont be FULLY Legal but here in NV As long as they can scan it and there is no codes being thrown and it passes everything elese I highly doubt the smog tech will actually check the year of the block..Especially if i can get the proper 99-00 ecu in there working properly with the obd2a engine which is my main concern.
MAINLY I need to know if the 2b Computer will read the 2a CFS sensor?? And some more info on the obd2b integ ECUs imobilser, DO THEY ALL HAVE THEM??

i'm almost 80% sure the sensors will work wtih each other
as far as immobilizers, i'm not sure if all obd2b ecu's had them, but my guess is that they did
