Default Need Help with Smog SO CLOSE to passing!!! 97 GSR in 97 civic

I just got back from my 4th attempt at trying to get my 97 Civic with a 97 Stock Gsr motor barred. I barely failed my emissions, so what can I do to push me over the edge?

my numbers are:
15mph - HC(max) 60 - HC(meas) 117 Failed
25mph - HC(max) 43 - HC(meas) 60 Failed

15mph - CO(max) .53 - CO(meas) .51 PASS
25mph - CO(max) .51 - CO(meas) .42 PASS

15mph - NO(max) 459 - NO(meas) 120 PASS
25mph - NO(max) 746 - NO(meas) 13 PASS

what I already have done is:
-Brand oem cat
-Brand new O2 sensors (both)
-New cap & rotor
-SeaFoamed Motor (all 3 methods)
-New Spark Plugs
-Running on Arco 89 octane
-Timing at 16 degrees

I ran the motor for 30mins on the drive to Sequioa, and it sat for like 15-20mins before they put it on the rollers. They guy did stall my car (action 2ms w/9lb. flywheel) like 5 times in order to get it on the rollers if that helps gunk up my cat causing me to fail. Also, I'm running a modified integra exhaust matted to a stock tiny civic muffler, with the stock GSR airbox if that causes any restriction making me run rich. My motor doesn't pull as hard as I think it should, so I'm sure my compression might be a little low, might have a little bit of blowby.

What should I do to pushing me over the edge and pass? Could I barrow a CARB legal intake to try to get more air in the motor, thus running leaner resulting in lower HCs? Or maybe runing 17 or 18 degrees timing? Maybe I could run Chevron 87 octane? (or should I run 91 octane because I could be getting a little knock causing a rich condition) Help please,

well i have a 96 hb with a 98. its a little different from ur setup. i also didnt pass the first time due to HC. all i did was did another tune up. make sure u dont have cheap *** spark plugs, wires, cap, and rotor from autozone or kragen. i got mines from autozone a week before i went to REF and failed.. so then went to acura to get new ones

iv heard pushing wire wool in the exhaust will help the emissions test... and in time it just burns away...

BUT

this i just what iv heard and i wouldnt do it myself lol
