Default Emissions

Im not sure if you will have the answer to this question or not but I will give it a shot. I have a 97 civic with a b18b1 swap. I am getting ready to move from Missouri to California. I know that the inspections are different out there and you have to be CARB compliant and get smog checks. Currently my car does not have a catalytic converter. I am going to purchase one soon and have it installed. However, if my engine is out of a 94 will the emissions laws still count since the car is a 97?

Not that I am aware of.

California is the most stringent emissions state. I believe the car has to be generation specific, almost full stock.

Not sure how the Cali guys mod their cars but I do know it's a real PITA.
