condenser fan - radiator fan which is which? both bad anyway 92 Accord

I've read conflicting descriptions on the web about which fan is which. And why does it matter? Don't both of them come on with the AC? I get voltage to both when I turn on the AC. Not sure if that is true for engine cooling though.
Neither of them are working when I jump both pos and neg to them. Curious why both would fail. My theory is that one of them failed earlier and I wouldn't have noticed because the AC still worked and the car didn't overheat. But when the second one failed is when it overheated when I came to a stop off the highway.
BTW, it was spectacular, four inches of plastic blew out of the top of the radiator. I'll be replacing the cap too.
