Maybe like a Lotus Elise's car door...they haven't used steel for a looong time.
The ones the state of Wisconsin have always supplied me (since I could drive) have always been aluminum. If you look, the rust stains are from using rusty bolts - if you use stainless like me (or nylon), you'll only get white powder.

You're right! I went out and put a magnet on it and it doesn't stick so aluminum it is?
BTW aluminum is 50 cents a pound scrap whereas steel is .05. Wouldn't it make more sense to make it out of Al as oppossed to steel? I get new ones every 2 years anyway so rust isn't really a problem as long as its coated/galvinized it should survive rustfreeish?

How long is long? I suspect it depends on the state. I have a couple of old plates from other states I used to live in; one is Al and one is steel. The steel one is probably 10 years old.
