How do you adjust the Disengagement Height?

there is a locknut on the master cylinder rod that connects to the clutch pedal. loosen the locknut and turn the rod in or out to raise or lower the pedal. i swear, i've messed with that tons of times and i swear it doesn't adjust it. the clutch seems to be self adjusting and all you can do is raise or lower the pedal.
