B16 In integra, Gas in Oil, Wont start

my friend just got an integra with a b16, smells like theres gas in the oil.. what could this be?
We tried jumping it and using a jump box, and it tries to turn over for likea second, then it just clicks

Your battery is dead, you need to charge it longer or push start it if its a stick. It smells like fuel in the oil probably because its turning over so much your fouling the plugs and it will make everything in the engine bay smell like gas.

Well at first it wasnt really turning over,
The the crank pulley would move like a half inch then just stop, like it would start to crank but it wont completly crank

It wasnt turning over because your battery is dead. It doesnt have enough "juice" to send to the starter to crank it over all the way.

Ok i asked a guy at a shop, he said the fuel in the oil could be causing an 02 censor to read bad and throw the CEL,
so he gives us this print out sheet for an odb1 computer, we look at the LED on the ECu, and it flashed 1, which the paper says " Oxygen content" , so we changed the oil and what not, but the code is still there
I Took off the after market FPR, and reconnected the stock one, runs much better, but the car stil has the oxygen content code,
