96 honda accord electrical problem

96 honda accord electrical problem
Good Morning all
My honda at RPM's lower than 2000
makes a click sound on decelleration
the speedometer bounces to zero the radio clicks and all dash lights that are on blink ( like the green drive light)
when I am accellerating or the RPMs are above 2000 all is good( it seems)
I will check the voltage later (just got into work)
Any thoughts
