I know it's illegal, but I'm buying a JDM SiR cluster and the miles have like 8,xxx on it. My car has 198,xxx on it. Is there a way to switch the mileage gizmo, or even changing the mileage on the JDM odometer?

It is not illegal as long as you don't falsify the mileage. It's a common misconception that changing your odometer is illegal. In fact, I've seen threads about it locked because it so often can be used for illegal purposes.
