This is a big pain in the @*%, you need to remove the CV axle nut (by the way it's a lot easier to remove the CV axle nut when the car is still on the ground) jack the car up remove the wheel and then with a pry bar placed between the CV axle and the hub take a 12mm wrench and remove the 4 bolts (on the backside of the hub) that hold the hub to the spindle and then remove the hub from the spindle (that my take a little persuasion). Once you removed hub you'll see the 4 14mm bolts that hold the rotor to the hub, remove them and then remove the rotor.
Everyone that said something about a screw that has to be removed doesn't have a 5th gen or has never replaced there rotors. Why try to give someone advise on something you know nothing about?
well the 95 civic ex does, lol.... some people want to pass on there knowledge, but they also got to realize that not all cars are the same. Make, model, and year normally have big differences, even between similar systems.
First of all, press the right keys. But w/e, I do that sometimes. It was hard for me to read it. That huge washer is called the hub. Anyways this type of system is hub over rotor. You can convert it to rotor over hub like most newer cars. There is a write up in Accord FAQ.
I would just remove the whole steering knuckle. Easier install. Good luck!

made a couple minor corrections
also, it's a good idea to loosen those four bolts on the front of the hub (holding the rotor) before you remove the calipers.
