99 civic si tuning program
if you convert to OBD-1 you can pass emissions by putting an a LS non vtec OBD-2 ecu. Im runnin a gsr OBD-1 and used the mentioned ecu and passed with flying colors. im in washington so i dont know what your state checks.
what if you keep the car obd2. get a obd2-1 conversion harness for tuning. take off the harness before inspection and plug in your stock obd2 ecu. dont know if that would do it or not, but its a thought.

u can always switch back to obd2 b4 u need to smog but for a real good tune im pretty sure they reccomend slightly bigger injectors depending on wat upgrades u have.. doubt for stock u wuld need them tho.
