Is your motor still running dual point fuel injection? If so, then I'm not aware that there is even a fuel program that will even work on DPFI except like megasquirt or something crazy like that.
If it's MPFI then you can get a P28 or P06 or even a PM6 and have it chipped, then get a basemap burned on it, then get it tuned!
Check out pgmfi.org for alot of info that will make your head hurt.

i am not sure weither its dpfi or mpfi, how can i tell? My friend said i could use a chipped po6 or a chipped p28. One has a prechipped p28 for sale for 75$.
like an intake the two intake pipes meet together and the two outer ones are seperate. and i dont know man. Lol, a freaking intake i know what that is.
That sounds dual point, not multipoint. You're not going to get anywhere trying to tune it. In fact, tuning isn't going to do you any good unless you've got some real mods done. You might get 1 hp. Even with intake/header/exhaust it's not going to do all that much. Save your money, do an MPFI swap, get an intake/header/exhaust, then think about any kind of tuning. Otherwise, you're just throwing money into a burn pile.
It is mpfi it has four injectors. lol, my bad. So now back to what i was saying what do i need to tune and can i download crome and tune my stock ecu i have now with that, at a local shop?

crome is for obd1 ecus, so make sure you're obd1. if you have a dyno in your car port, by all means tune away on it, otherwise take it to a shop and have it done. also, you're not going to get any benefits unless you have things actually done to the car to make it go faster. a chip by itself won't do jack. to really benefit from actual tuning you need at least the basics, intake/header/exhaust, and probably a cam, cam gear, etc
also, you need an ecu that's socketed to be able to use crome.
you need to lurk moar maybe
