Default researched around but can't fix it

I can't get my crx (B18a1 engine) to idle right. When cold it idles at around 1100 when I'm at a stop light, it begins to idle to about 800-900 by then drops way too low below 300 but it won't shut down. and it remains like this until I hit the gas pedal again. I've tried adjusting the idle screw but if I open it too much I will get the idle to go up and down from 800 to 1200.

So far this is what I've done.

cleaned the inside of the intake
I've purged the coolant.
Replaced and Cleaned the IACV
screwed in and out the white thingy inside the FITV
replaced spark plugs, New Distributor, oil change,

what else should I do?

ThnX!

thanks for the quick reply. I've reseted the ecu and adjusted the TB cable. Maybe I just can't find the sweet spot.

there is no "sweet spot"..... adjust it so the butterfly is fully closed. check for vaccum leaks.

After you adjust it and know theres no vaccum leaks, then go back and adjust the idle screw. Idle screw should only be used once you know everything is is working properly.
