No idle

All started the other day. Check engine light came up. Code 14 - IAC motor. Pulled it and cleaned it up, no good. Got a used one, tried it, no good. Plug has voltage when car is in ON position. Idle is low when cold, stalls when warm. I don't have "test harness A" so I can't go any further than this. If I had a spare ECU, I'd try that just to see if I can rule anything out. I had the ingenious idea of making a vacuum leak by disconnecting my IABs and now it idles when warm (because all the IAC does is make a controlled vacuum leak anyway), so it's at least drivable. Any other ideas?
I just looked over a flow chart and instead of using their Honda test harness, couldnt you just use a piece of wire to jump the two terminals A9 and A26 and listen for the iac to click?

If I can figure out which pins they are. I'm just kinda searching for ideas right now. I don't intend on testing anything till tomorrow or so. I'll also ask around the shop for ideas
