VERY touchy throttle

VERY touchy throttle
just got my ls/vtec setup into my ek coupe and got it running.
first off it has a 4k rpm idle with the iacv plugged in, but it will bounce from 1200-1800 or so with it unplugged so im guessing my iacv is bad.
aside from the, my gas pedal is INSANELY touchy. if i barely touch it the revs just jump up to 3k or more.
im using a gsr throttle cable with a type r bracket, and the cable is not taught, and is in fact a tad loose from bracket to throttle plate
any ideas?
