I was changing my brake pads today and when I put my caliper back on the bolts from the caliper to the rotor do not tighten i've sat there and can keep freely tightening them with my fingers, the caliper stays in place but the bolts are not tightening. Anybody have any ideas what the problem could be?

 

How far is the problem of the head of the bolt from touching the cailper?
