Default Temp indicator wont go up.

Currently my 95 accord Temp inidcator wont pass the half way mark. As the summer is coming i am afraid of over-heating my engine. Is there a problem with my Temperture indicator? I notice the Temperature indicator wont pass the half way mark be it driving at nite or hot day-time. Another thing i notice is that the Radiator Fan was not working too when i open the the hood and check. What is the possible cause of the Temperature and Radiator fan? Please advice. Thanks..!!

lol it shouldn't go past the half way mark, in fact it should be 2/3rds of the way to the half way mark
